Why does the SAO not require that both parents or guardians be listed?

EMA is considerate of different family situations. Our system requires one parent or guardian with an option to add multiple parents or guardians as needed. The family is able to specify a reason why they prefer no to include another parent on their profile.  Once a family is enrolled, the school can work with the family to determine complete parent/guardian information.
